Canada's shipping industry urges government to introduce pilotage reform

McKeil Marine's Evans Spirit  won the International Bulk Journal's 2016 Ship of the Year Award during the IBJ's Salute to Excellence in the Maritime Bulk Industry gala awards ceremony in London, UK on November 21.
"It's a fantastic way to closeout our 60th anniversary year: having a vessel named after our founder, Evans McKeil, win this prestigious international award," said Steve Fletcher, President and CEO of McKeil Marine.
Acquired by McKeil in 2015, the Evans Spirit is a cargo ship with the shallow draught characters of a tug and barge; however, compared to a tug-and-barge unit, she can transport approximately 40 per cent more cargo about 50 per cent faster on a very similar amount of fuel.  She is in service throughout the Great Lakes and St. Lawrence River.
Evans Spirit was shortlisted for 2016 Ship of the Year competing with three other vessels: CS Bright, Mitsui OSK Lines, Japan;  Damen Shipyards, Netherlands; and MN Baroque, Swiss Marine, Switzerland. The award is presented to the owner, operator or builder of an outstanding individual bulk ship. Judged on operational efficiency, design innovation, safety and environmental protection, the Evans Spirit was selected as winner. (Photo Paul Beesley).

Marine shipping executives on Oct. 17 urged the swift introduction of new legislation to modernize mandatory pilotage services when they met with Canadian federal government officials during Marine Day events on Parliament Hill, organized by the Chamber of Marine Commerce (CMC).

This year's Marine Day on the Hill emphasized the Great Lakes-St. Lawrence River Waterway - Our national trade and transportation corridor.  The day of meetings on Parliament Hill in Ottawa culminated with a reception for stakeholders, MPs and Senators, featuring Transport Minister Marc Garneau as a speaker as well as a multi-party panel discussion with Liberal MP Vance Badawey, NDP MP Brian Masse and Conservative MP Kelly Block.

Pilotage reform and infrastructure funding were key topics of discussion during the day. The federal government recently carried out a thorough Pilotage Act review and consultation process.

Grain and salt shipments fuel Seaway cargo increase

Total cargo shipments via the St. Lawrence Seaway (March 29 to September 30) reached 25.7 million metric tons, up 4.1 percent over the same time period in 2017.

In the thick of the fall harvest, U.S. grain exports on the Great Lakes-St. Lawrence Seaway continue at a robust pace and are expected to remain steady for the remainder of the shipping season. U.S. grain shipments for the season totaled 1.6 million metric tons, up 45.6 percent. Salt shipments also showed significant improvement after a labor strike at the Compass Minerals Goderich, Ontario mine ended in July.  Salt shipments (from March 29 to September 30) reached 1.9 million metric tons, down 12 percent.

"While salt tonnage remains down compared to 2017 volumes, we saw a positive change with a healthy increase in salt shipments in the last couple of months," says Bruce Burrows, President of the Chamber of Marine Commerce. "As we get closer to winter, with some parts of the Midwest already experiencing snowfall, ports throughout the Great Lakes are replenishing their salt supplies to prepare for the weather. September was also a positive month for cement, stone and gypsum."

At the Port of Green Bay, total tonnage for the season is up seven percent from this time last year. In September, the top shipments were cement, coal and limestone, however gypsum made its first entrance into the Port since 2014. The vessel, Pere Marquette, brought approximately 4,700 tons of gypsum from Michigan to Green Bay, for use by GLC Minerals.

Grain shipments through the Port of Toledo, which include corn, wheat, oats, canola and soybeans, surpassed the 1-million-ton mark in September; up 90 percent from January to September compared to the same time in 2017. Tonnage through the Port remained steady through September, two percent greater than the same period in 2017.

Algoma cancels contracts with Croatian shipyard

Algoma Central Corporation, a leading provider of marine transportation services based in St. Catharines. ON announced on Oct. 12 that it has taken steps to cancel its remaining four new build construction contracts with a Croatian shipyard.

The cancellation notices have been sent to the shipyard as a result of the Yard's failure to secure refinancing and Algoma has no assurance that the shipyard will be able to complete the four vessels. The company will now initiate the process to be reimbursed for contract instalments paid to date, including issuing demands under related refund guarantees.

Every effort is being made to replace the cancelled vessels and the Company remains confident of their ability to provide capacity in the interim, Algoma said.

Algoma Central Corporation is a publicly traded company which operates the largest fleet of dry and liquid bulk carriers on the Great Lakes - St. Lawrence Waterway, including self-unloading dry-bulk carriers, gearless dry-bulk carriers and product tankers. Algoma also owns ocean self-unloading dry-bulk vessels operating in international markets. Algoma has expanded into international short sea markets through it 50% interests in NovaAlgoma Cement Carriers and NovaAlgoma Short Sea Carriers.

The Trois-Rivières Port Authority unveiled its On Course for 2030 development plan today, before nearly 200 guests from the local and national business, community, cultural, political and maritime communities. This plan maps out major changes for the Port, its users, the Trois-Rivières community and the region.

In addition to continuing investments in port infrastructure, the On Course for 2030 plan aims to fully deploy the potential of the Port's urban character. Its facilities are literally surrounded by the City. Far from being an obstacle to development, this situation, when fully assumed and integrated into the planning process, makes it possible to see and seize opportunities that would otherwise go unnoticed.

Based on the principles of sustainable development, On Course for 2030 will focus on the vision: "To be an innovative urban port, generating growth, at the heart of a competitive supply chain".

Improving the competitiveness of the supply chain

The competitive position of the Port of Trois-Rivières is based not only on the quality of its infrastructure, the productivity of its handling activities and its environmental record, but also to a large extent on the competitiveness of the supply chain in which it operates. To support their growth, the Port and its partners will have to play an active role in improving the competitiveness of the elements that make up the chain, particularly maritime, rail and road transport services.
